[24312] Remove '7' from name. {copied from codeplex} #3

Find it a bit confusing that the tool is called Windows 7 * when it's supposed to work with Windows 8 as well. Maybe an idea to remove that number from the name or something?

Renamed to Windows 7-8.1 download tool
