At the moment, only Admins can view the submitter list in the sidebar. Mods still have the ability to look up submitters by ID and manage them, they just cannot view the list on the left side of the page. The fix looks extremely simple, but I'm not sure if there's a specific reason as to why it's like this or not, so I'm avoiding opening a PR for the time being.
