v1.1.0 tagged manifest image is on `latest` #753

Describe the bug v1.1.0 release manifest's deployment image is on latest instead of pined to v1.1.0

To Reproduce Steps to reproduce the behavior

Expected behavior deployment image version should be pined to v1.1.0
