Since Teku v23.9.1, it requires GLIBC version 2.34. Make sure we are not installing or upgrading to that version if GLIBC version is not met.

This is done with c83223cb41dfba73b45308326eed8bada2b491ef even though we don't have Teku support on Ubuntu yet 😅
