Act: collect and report more timing info #23

To help figure out if the jobs are taking too long

The timing should already be visible from the timestamps via systemd logs (and on grafana). It looks like it's currently about 20 seconds for a refresh, which is already quite long with so few validators. Perhaps this issue should be to get more fine-grained timing info, to know what takes long to refresh...
