[Chat Interface] - Executing next search should auto-focus to newest AI Summary #1819

Task

When executing a follow-up questions (sticky bottom bar) OR selecting a new question via 'More like this' (executing a followup search), we should auto-focus and scroll to the most recent question.

Auto-focus and scroll to newest question:

Question title is top of the sidebar
Animation scroll to this area
