Add Validation for `TESTS` Edge in `Functions` #2463

Problem:

Add check for TESTS edge for node_type Function
- Move Create bounty to + menu
- Rename to Generate Test

Acceptance Criteria:

[x] Select Function
[x] call /graph/edges with ref_id
[x] If the response includes INCOMING TESTS Edge, then hide the button
[x] Else, render the Generate Test action
