Gitbot git actions in stakwork dev tribe #667

we want to enable the git bot in the stakwork dev tribe but only send the CI/CD actions this was spammy before but it might be worth another shot with just the git actions

Thanks @kevkevinpal yeah to avoid it being too spammy if we could filter only for deployment started (show which PRs are included) and deployment finished that would be perfect.
