add pubkey (adds to the list)
list list all current pubkeys on the list
remove remove from the list

When someone on the list sends a message in the tribe, it is not broadcasted to the tribe. No repayment "addTimer" is created, so they dont get their staked sats back

@Evanfeenstra, do you think we should maintain the msg_uuid, as we will be changing the content of the message??
