[Org Homepage] Add hover effect on "Skill" button and arrow with color & cursor change

Expected Behavior:

• Default text color of Skill button and arrow icon: grey.
• On hover: text turns black, cursor changes to hand icon.

You're right however it should be expected to follow similar behaviors of other buttons. I will be clearer on future issues!
