Unable to edit bounty even though I have the right perms

Describe the bug I'm unable to edit bounty even though the "manage bounty" perms I have for Sphinx App is enabled. This is the bounty: https://people-test.sphinx.chat/bounty/766

I had placed it under "Sphinx Swarm" but moved it to "Sphinx App". I am able to pay and unassign the bounty though.

Expected behavior I should be able to edit the bounty.

Testing

1. You will create a test org
2. I will assign you to the org "Sphinx Swarm" with full permissions
3. You will create a bounty for the test org first and then add it to "Sphinx Swarm"
4. You will then try to edit the bounty

@elraphty This issue still persists in prod and staging. Must've been a reversion. Can we redo it?
