An option should be added to add files to an existing corpus. This could be 
done by either associating multiple archives in cloud storage with a data 
bundle, or having gcs task combine everything into a single archive.

Yes this definitely makes sense, we should just store all those blobs and store 
them as a list in the same data bundle. otherwise, our data bundle list can 
grow a lot.
