[bug]: managing account app passwords from the directory interface does not work

What happened?

See reproduction. It only took me half an hour to find the OTHER app passwords area for my account that DOES work.

How can we reproduce the problem?

• login with directory user (admin privs)
• browse to directory management
• click ...
• click edit
• click authentication tab
• click add beneath "app passwords"
• a single line input dialog appears, with no prompt. typing in the input and pressing okay will create what looks like a tag
• click save changes
• return to screen. the "tag" will be gone
