blue color for basemap shouldn't bleed to full page #19

Water should be water, but not beyond the edge of the earth. Probably depends on #1 to avoid weird projection effects. screen shot 2014-08-20 at 10 44 08 am

I tried fixing this problem using a hack in 22322bcc5e4465a4736ec6db164a67fbb2df561f, but it wouldn't always work. There were strange square chunks of background color showing through.

I think this is impossible to fix given our strange map projection. So, I'm going to allow full bleed. Removed the hack in 3fe8861c7e858a023cd320175438bae19fc3f4ec.
