Try either opacity changes or hatches to show preplanning areas #30

I think this might be good enough. It depends on how much overlap there is. In this case, it looks like the only pre-planning areas we have are not overlapping each other.

If there is a lot more overlap, we will need to figure out how to do a crosshatch or something.

Make those preplanning areas slightly darker. Right now they blend in too much with the international waters.
