Right now we're using default Leaflet styling, and just showing the name.

[ ] Decide on a style. Maybe it should look similar to the filter buttons?
[ ] Decide on the contents. Name is good, but perhaps include status too, at a minimum?

As noted in issue #43, do we even want to have mouseovers? Why not just click and unclick to be more mobile friendly?

I don't think we should disregard non-touch enabled devices altogether. The hover events will have no impact on touch devices for the most part.

No one has complained about this mouseover in so long. @sconnelley if there are basic changes you want to make for your own satisfaction, go for it. Otherwise, let's just use the default, Not worth the time for more effort here.

ok, will probably remove the overzealous bubbly effect but other than that, not much else I want to do
