Investigate why. I guess it's one of two possible reasons:

The Great Lakes Regional Collaboration has a shape, and a lat/lon. Need to ignore the lat/lon?
This region might be tagged as both Canada and US? I don't think so.

Fixed in 42bc2b9786100ca7850c2ed24eb3757eebc566da. Just needed to ignore lat/lon if there's already a shape loaded.
