Attempt to draw some kind of bounding-box rectangle on highlight #66

This might be a way to help the user see the very small planning areas, like the Oregon and Washington coasts, or Rhode Island and Massachusetts.

I'm not sure if this is possible, given the weird map projection plugin we are using. So wait on this until we figure out #25.

If we can manage #70, we could say that solves the issue and let this go. I think it's going to be hard to draw a box around small features and have that interaction/visual work well on one pass, which is already more than we probably have time for.

I'm going to close this out -- seems too complex at this point in project
