alter style of marine park / conservation areas ? #24

@almccon we should probably style park boundaries over water areas differently than those on land. What are your thoughts?

A simple fix is to stack the OSM ocean / water layer on top of the green-areas layers screen shot 2015-08-31 at 1 48 44 pm

temporarily resolved but given time will look into adding an appropriately styled boundary line instead of a green fill for marine WLA / NWR areas.
