switch to OSM peaks at higher zooms #55

The Natural Earth peaks aren't precise enough when you zoom in:

But we should keep NE peaks at low zooms, because there are way too many OSM peaks and it's impossible to filter them well.

@almccon I remember that the number of OSM peaks in Switzerland overwhelmed / crowded the map. I don't remember there being an easy way to filter them either.

Right now NE peaks are being rendered at zooms 6+. Given the data accuracy / generalization is for a 1:10m scale I'm limiting them to zooms 4 - 9.

Unless we have a way to clean up garbage in the height_meters field for osm_mountain_peaks layer, we can't reliably filter. In #44 I posted a screen shot of the problem if they are left unfiltered:

Maybe Switzerland does a better job, but in CA there are a lot of garbage values for height.
