I don't know if there's much we can do with the second one near Hondo, but I wonder why the first one near Benghazi is happening?

Do we need a few more fallback fonts before we end up at that really pixelated one (which I think is unifont)?

Both the labels near Hondo are similarly pixelated.

PT Sans has a very limited range of characters. You could try adding DejaVu to the list to improve the selection. If you did that and the Noto CJK fonts you'd get most of east Asia.

If you want more comprehensive font lists, I suggest looking at OpenStreetMap Carto and the past discussion, since we've tended to be the cutting edge for an open map that renders labels around the entire world.
