toner-labels returns 503s in some places #58

Hi @justinkao thanks, we're aware of the problem. It seems to be a backlog in the server that eventually clears up. For example the tiles at the URL you sent are now rendering. We are planning on moving toner to a different rendering system that should reduce the 503s.
