feat: script for bootstrapping sandbox postgres + seeded data #2

we can have a postgres db + seeded data for development/testing purposes by running pnpm run bootstrap

I moved the old README.md to turbo.md just in case you still need some references

and btw feel free to change whatever you'd like in the new README.md
