Call Announcement API and display it on the web

Lesson learned from the shooting incident at Siam Paragon on Oct 3rd, 2023, let's develop an announcement feature on our website to create more communication channels - in our case, ensure students don't miss important news This feature can be used to announce important informations such as promoting new products that our club just launched like"we just developed a new course-review website, check it out at ......", or academic info like "add-drop period is here, go check at https://reg.stamford.edu"
