Recovery CLI interface #4

This is down to creating a CLI command for recovery that creates the needed transaction. The rest is signing/saving, which is done.

Note that the interface that selects the admin keys and creates the policies for recovery would be the same for creating an initial group identity.

Marking this as a feature. It's now done in the core (yayy) but needs a cli interface.
