Adopt NEP 29, Python version support policy (drop Python 3.7 in December 2021) #576

Here's a rough schedule of changes in supported Python versions:

On Dec 26, 2021 drop support for Python 3.7 (initially released on Jun 27, 2018)
On Apr 14, 2023 drop support for Python 3.8 (initially released on Oct 14, 2019)

httpstan should create a new section in the documentation describing this policy. Call it "Python support policy"
