Do we want to formalize trademark guidelines before changing the instructions?

The Rust policy is really clearly written and I like the actual policy.
The NumFOCUS policy addresses grammar (???) but not usage. I have no idea if the grammar thing is important for avoiding our trademarks becoming common words (like xerox or kleenex or google).
So maybe we figure out if the grammar's important, and if so, include that on top of the Rust-like policy?

I am very positive to rust policies. That would be a good accessible language to developers and users. We have a meeting with Arliss (NumFOCUS) on Tuesday 13th and I am going to ask her for caveats for GPL/BSD licensed software. If there's none. I am going to update this PR with Rust's template adapted to Stan so we can discuss further.
Also, if anyone wants to chime in, please do and send new commits.
