Update nix files to use ocaml 4.12 #1205

This was never done following #1019. I briefly tested inside the nix-os docker containers to confirm that it now builds stanc again.

Looks good, thanks Brian. Also added a couple of build tools for convenience, shouldn't have any affect on most systems.
