The to_int function was added to the math lib (https://github.com/stan-dev/math/pull/2771) and needs to be exposed in the language. I've already added the doc PR (https://github.com/stan-dev/docs/issues/561) for when this is finished.

I don't see a doc PR, just an issue. Should I write it up?
