CI: Switch from the ghr script to the github CLI #1418

We currently use https://github.com/tcnksm/ghr during the 'upload binaries' stage in Jenkins.

I think it is worth switching to the official GitHub CLI gh. The gh release subcommand seems to cover all we need: https://cli.github.com/manual/gh_release
