Modified Photos to Re-publish after Publish #26

I created album add photos and publish hit Publish. After publish i have a lot of Modified Photos to Re-publish but do not changed photos. Upload is ok I have all photos on Google Photos but i want to have all photos in Lightromm marked as Published Photos. Where can be a problem?

I found solution. Select all photos right click and Mark as Up To Date. But why it is happening when no change was made?
