Not all of the GenBank assembly records are annotated. This is certainly the case for Amel 4.5. And the GenBank example I mentioned previously (Znev) is now available in RefSeq.
Looking around more closely, it looks like there is an all_assembly_versions/suppressed/ directory for each species in RefSeq whose reference genome has been recently replaced. I don't ever remember seeing this when I was first developing GenHub, but it might be our key to providing provenance for older assembly/annotation versions.
