note list jumps visually on hover #3734

Describe the bug Using SN desktop app on Windows and macOS, hovering over the issue list causes the latter to jump - cells are resizing due to the vertical scroll bar appearing. Please see the sceenshots

To Reproduce Steps to reproduce the behavior:

  1. open a desktop app populated with many notes
  2. open the note list pane
  3. hover over it

Expected behavior the hover should not resize cells

on windows, 3.194.13 the issue seems to have been fixed. let me update macOS one and re-test.
