scroll bar irregularly loses theming #45

3.8.21, desktop, Snap version

right now I can't even reproduce it, it happens irregularly, but when it does, the scrollbar resets in shape and color to what you'd expect in Chromium by default. no theming changes that. the issue so far went away by switching to another note and back.

Hi @chaserene, thank you for the report. I'll keep an eye out for this issue and assign a task to the dev team for review once I find a way to consistently reproduce it.

in case this still occurs in the 3.9 branch, here's a screenshot how it looks like. also, this occurs in the AppImage version too.
