Allow the top section of the window be draggable on Mac desktop app #4

Adds a 38px tall div at the top of the window over that allows the window to be dragged around.

Two downfalls

this is a fixed height and COULD vary from different versions of Mac, but 38px seems safe.
this does not work with the inspector open for whatever reason.. but still better than not being able to drag at all
