license changes #151

(moving this off twitter) Heads up it's also YAYI 2 (code is Apache 2.0, model is custom) and BLUUMI (a model based on a RAIL should have the same or compatible RAIL-like license because RAIL contains a clause that its use restrictions must carry downstream). Phi-1.5 was changed to MIT after some discussion.

https://huggingface.co/TurkuNLP/bloom-finnish-176b no license in repo but model card says BigScience BLOOM RAIL 1.0 -- for consistency I recommend using the same license name for BLOOM and BLUUMI
