Use the dev and few-shot training set for the exact matcher #290

Instead of whatever is left in the "online" set in dev Almond, which is likely incomplete and mostly useless. Plus if we do this we can get rid of the training daemon for the exact matcher and rely on Kubeflow exclusively.
