Add radio skill to Almond #363

Overview

Adds an initial creation of the radio skill to Almond. The database is based on the TuneIn free internet radio services. Functionalities include:

Searching for channels
Showing trending channels
Listing available channels in the local area
Streaming the radio
Pause and resume streaming

Files

main / com.tunein / manifest.tt (device descriptions)
main / com.tunein / dataset.tt (natural language examples)
main / com.tunein / device.js (device API)

Btw I gave you write access to the repo, so the next you can create the PR from here instead of a fork. This is necessary to make Travis happy because otherwise secrets are missing.
