My apologies for the slow response. Originally, Scalameta was founded to become a better macro system for Scala but over time we shifted focus to developer tools (like scalafix/scalafmt) and spun off the new macro system into a separate project "scalamacros": https://github.com/scalamacros/scalamacros
No one is currently employed to work on scalamacros/scalamacros but that may change soon if we get a proposal through at the Scala Center advisory board meeting happening next week. See proposal https://github.com/scalacenter/advisoryboard/pull/30 I encourage you to contact community reprentatives Bill Venners or Lars Hupel to mention that this work is important for your research at Stanford.
