Server: Deciding Auth Method must be done earlier #32

In https://stanford-rc.github.io/globus.stanford.edu/server/install.html, @aseishas brought up a good point: When you set firewall rules, you need to decide what auth method to use, because that influences the firewall rules you need to put in place.

This will require a fair amount of reorganization, so I need to think on this a bit.
