Implement initialization and lux code Implement helper functions read, write, bit masks, conversion_ready, delete

Test Plan

TBD at Satsurday 12/6/20, waiting on sensor to be plugged into board

Delete bytes array — Does python automatically deallocate? Change default time to 100ms Potentially change ADDR constant Check whether all of default configurations are desirable
