3 years ago I am sorry for that. You can disable both "Shortcuts" and "Hover Tabs" by pressing corresponding green buttons on the blue panel. They will get red.
Many users don't like it as much as you. In the next release both will be disables by default and the selection by user will be remembered by the program.
