Add a rescan option to dialog that appears on upload when serial port not found. #420

What change would like to see?

A way to refresh the list of serial ports in the dialog box that appears when 
the serial port isn't found on upload.

Why?

So if you had forgotten to plug the board, you could do plug it in and then 
rescan.

Every time you open close the Tools menu, the list of available serial ports is 
updated

I'm not sure we're talking about the same thing here.  I was referring to the 
dialog box that pops up (or used to, at least) if you try to upload without a 
serial port selected (i.e. when the serial port preference is set to a value 
that's no longer in the menu, because, for example, you unplugged the Arduino 
board). At that point, it might be nice to let someone plug in the Arduino 
board, hit "rescan" and continue the upload from the dialog box, rather than 
canceling out, going back to the serial port menu, selecting the new port, and 
doing a new upload.
