Allow conversion of line animated stickers to tg .webm(video stickers).

Importing LINE animated stickers is now supported through webm video_sticker.

Still working on user uploaded stickers.

Oh, and thank you for noticing me! VS Code silently adds a import and crashed the bot, I was busy around lunar new year and did not notice that.
