We need to setup ci to test compiling and using various elixir projects.

Projects known to currently work :

json
decimal
postgrex

Suggested projects :

nx
exla
broadway

To note the blocker on the suggested projects is has to do with rebar3 not able to handle parsing : 0.3.7 or ~> 0.4 or ~> 1.0 as an example. This is currently being worked on in a rebar3 draft PR to integrate and switch to verl for version parsing.
