Installer for ActiveAdmin #10

Hi Corey, I saw that on the roadmap there is an item "Administrative interface for adding and editing announcements" but what I really needed right now was to allow ActiveAdmin to manage the announcements.

What do you think of a installer to config starburst's announcements to be manageable by ActiveAdmin? Would you accept the pull request if I implement it?
