*EXEC (no filename) fails. #73

*EXEC (no filename) fails. It displays a message instead of closing any existing EXEC file.

*EXEC's functionality is: If EXEC file open, close it If filename present, open it, EXEChandle=filehandle

the same as *SPOOL.
