I think that can be avoided if we make a proper fix for #370
Perhaps we could have a per-player cooldown meta value, in MS?

Use Case
In certain gamemodes, being able to frequently use stargates would break gameplay design. Also, sometimes, stargates can get bugged, causing players to enter an infinite loop.
Proposed Solution
Perhaps we could have a per-player cooldown meta value, in MS? Perhaps this could be set to a non-zero value by default?
