Case sensitive behavior for personal networks when migrating

Bug Description

If the capital case does not exactly match the name of the player, the portal will not migrate to a personal network

Reproduction Steps

• Create portals in networks of the same name as a user in a 1.17 spigot server with legacy stargate.
• Stop the server
• Change the server version to 1.20.6, and stargate version to latest alpha
• Start the server
• Inspect the portal to see if has a network name surrounded by curly brackets (a personal network identifier)

Desired Behaviour

Regardless of capital case, all portals with the same network name as the owner of the portal should migrate to a personal network of that name.

Observed Behaviour

If the capital case did not match with the player, the portal did not migrate to a personal network
