Prints info about a player's perms into chat, including:

The API does not provide the necessary information to implement this. There is no way to get gate designs. There is no way to check if a player is allowed to use a flag except for manually generating the permission node. There is no way to check if a player is allowed to use a network except for manually generating the permission node.
